Planning and Development


The Office of Planning and Development Services (OPDS) mission is to enhance the character and quality of the town and preserve healthy and sustainable environments that contribute to a high quality of life for all people who live, work and visit Groton. OPDS achieves this by guiding development through the sound and orderly use of land; ensuring the safe occupation of buildings, structures, and uses; promoting the economic well-being of the community; and increasing resilience to climate hazards.
 
OPDS is composed of four divisions: Planning, Inspection Services, Economic and Community Development, and Sustainability and Resilience.  OPDS staff provide support to land use commissions and act as liaisons with federal, state, and local agencies.
