Housing Tops Agenda as Groton Nears Completion of 10-Year Development Plan

Housing is taking center stage as Groton nears completion of its updated Plan of Conservation and Development, a long-range blueprint that guides development and land use over the next decade.
The town’s deadline to submit the plan — known as the POCD — to the state is July 2026, though officials expect to complete it sooner, said Jeff Davis, lead consultant on the project with Horsley Witten Group, the Providence, Rhode Island-based firm hired to oversee the process. The previous POCD was completed in 2016.
